The sentence with no subject
Somebody had to announce that a medicine was leaving the PBS. I don't know what they were asked to do, or by whom. What can be read is what the sentences do — and the sentences are working hard.

Why this exists
It was built for patient advocacy writing. A consumer comment has to do a great deal of work in very little space, the people writing them are rarely writers by trade, and there is no feedback loop — a submission closes and nobody ever learns which sentence carried.
So it is built from the record instead. The corpus holds the consumer comment sections of 2,680 Public Summary Documents and, beside them, what the PBAC said back. That is twenty-one years of what the committee engaged with, in its own words, and text can be read against it.
Reading industry writing is the same skill in the other direction, which is what the rest of this page demonstrates. A method that can take a constrained statement apart can also help someone build one — see what the method does, below.
The pressures on this document are legible in its grammar, whatever they were — and the grammar resolves every one of them in the same direction.
What was true when it was written
Not a brief — nobody outside the room has seen one. These are the conditions any such statement is written under, and each is a matter of public record. The Therapeutic Goods Advertising Code restricts what a company may say to consumers about a prescription medicine. PBS price negotiations are commercial and confidential. The audience includes patients on a long-term therapy who will read it as news about their own treatment. Statements like this clear legal, regulatory and medical review before release.
What those conditions tend to produce is a recognisable set of instruments. Twelve of them are in this document. Whether that was intended, or simply what careful writing under those conditions looks like, is not something the text can tell you — so nothing below assumes it.

From 1 November 2026 AstraZeneca will stop supplying the 3.6 mg monthly Zoladex implant to the PBS.
We decided this. We are not willing to supply at the price the Government offered, which we consider too low to be worth supplying at.

We will give the implant free to patients whom prescribers judge to have no suitable alternative, on criteria we have not stated. The company withdrawing the subsidised product will supply it directly, for an unstated period. Patients pay dispensing fees, so it is not free.
We have told prescribers how to request it. The medicine left the PBS; access now runs through a company programme.
Nobody asked, and this answers a narrower question than it appears to.

Five agentless constructions for the withdrawal. Three named-subject constructions for the empathy, the gift and the compliance. No overlap. A pattern that clean across a whole document is not luck. It is the design.
What the method does
The same analysis runs in five directions. It is one skill, and the last of them is only the first one reversed.
- Decode
- Take a statement apart and say what each sentence is doing — as above, with the actors restored and nothing added.
- Critique
- Test a claim against the record rather than against taste. Which assertions are load-bearing, which are unfalsifiable from the text, and which the evidence contradicts.
- Analyse
- Read a body of documents rather than one — how a company, a committee or a category has framed the same subject across years, and what moved.
- Edit
- Work on a draft before it goes out. Where it will be read as evasive when it did not mean to be, and where a constraint is being solved twice at the cost of clarity.
- Construct
- Write it. The instruments that are legible on the way in are available on the way out, so a statement can be built to survive the same reading — which mostly means deciding, deliberately, what it will and will not make visible.
The fifth is the reason for the first four. A method that can only criticise finished writing is a review; one that can also produce it is a discipline. Both are on offer, and the honest note is that they are the same knowledge pointed in opposite directions.
Where a close reading stops
Everything above comes out of the text. The document’s load-bearing sentence is the one that cannot be tested from the text at all: unsustainable at what price, against what offer? No price, margin or threshold is given, so reading harder will not answer it.
That question is answered by the record, not the statement. Goserelin drew $52.98 million across 133,081 prescriptions in 2023–24. The corpus holds eleven Public Summary Documents naming it, and in them goserelin is repeatedly the comparator — the reference product a challenger is priced against, including relugolix in both March and November 2024. Being the comparator in a cost-minimisation is the mechanism that drives a reference price down over time. That is the most sympathetic available reading of the sentence, and it is only visible from the record.
